ABOUT THE ROLE
The School Quality and Accountability Specialist reports to the Director of School Quality & Accountability and supports DC PCSB’s School Performance Department in academic and non-academic performance oversight. The School Quality and Accountability Specialist will be responsible for helping implement DC PCSB’s new accountability system called ASPIRE and become the organization’s trusted, knowledgeable point of contact––both internally and externally––on adult education and career and technical education (CTE) programming. Ideally, candidates should have at least three years of relevant experience and be professionally curious and passionate about charter school accountability.

Core Responsibilities
Charter School Accountability
  • Become the organization’s expert on accountability and authorizing practices for adult education and CTE programming. This includes but is not limited to enhancing your awareness of the National Reporting System (NRS) for adult education, developing familiarity with the Workforce Innovation and Opportunity Act (WIOA), DC’s WIOA State Plan, DC’s CTE State Plan, and participating in city-wide Workforce Investment Council and adult education meetings.
  • Collaborate with the Director of School Quality & Accountability on refining ASPIRE’s Adult Education Framework given shifts in the adult education landscape and school leader expertise.
Regularly analyze and interpret school performance data (e.g., assessment outcomes, graduation rates, career certification rates) through an equity lens.
  • Prepare presentations on ASPIRE outcomes for DC PCSB staff, Board members, school leaders, and other stakeholders.

Project Management Support
  • Assist in organizing and managing tasks, timelines, and deliverables, ensuring that all aspects of projects (e.g., ASPIRE production) are aligned and progressing smoothly.
  • Facilitate (or co-facilitate) meetings with key stakeholders to communicate the status of ongoing projects, including progress, risks and potential solutions, deadlines, needs, and changes.
  • Support troubleshooting challenges, removing bottlenecks, and keeping projects on track when issues arise.
  • Help identify potential risks or roadblocks in complex projects and develop mitigation strategies.

Stakeholder Communication
  • Engage regularly with public charter schools on accountability (e.g., facilitating meetings and drafting communication).
  • Represent DC PCSB at external meetings on matters related to adult education or CTE.
  • Prepare and deliver regular progress reports, proposals, and presentations to management and stakeholders.
  • Communicate data findings and recommendations to internal and external stakeholders.

Team and Department Support
  • Support annual ASPIRE production (e.g., verifying data accuracy and reviewing underlying evidence LEAs submit, quality assurance processes for ASPIRE dashboard and reports)
  • Support LEAs in identifying School-Specific Performance measures.
  • Support team in producing annual goals summary reports.
  • Support team in producing Review and Renewal Reports as needed.
  • Participate in SPD’s mandatory and voluntary all-hands-on-deck projects.
  • Other duties as assigned.

    • Utilizes project management software or tools to plan, track, and manage project activities
    • Develops and successfully executes comprehensive project plans that include timelines, milestones, and risk management strategies
    • Completes projects on time, meeting or exceeding the predefined objectives and goals
    • Effectively adapts to project changes, manages scope adjustments, and ensures project objectives are still achieved
  • Critical Thinking

    • Demonstrated history of delivering high-quality work products in fast-paced environments
    • Proficient in MS Outlook, Word, Excel, PowerPoint, and web-based technologies like Google Workspace applications and Zoom
  • Education and Experience
    • Bachelor’s degree required
    • Data-driven decision-making
    • Experience with Office of Career, Technical, and Adult Education (OCTAE) and NRS data
    • One of the following required:
  • Adult Education or CTE teaching experience
  • Adult Education or CTE program evaluation
  • Adult Education or CTE accountability (e.g., familiarity with NRS or  WIOA reporting)
  • Must express comfort and willingness to discuss, learn, and implement DC PCSB’s Mission, Vision, and Values using them to build relationships, navigate conversations, and engage in continuous learning.

Compensation and Benefits
Salary is competitive and commensurate with prior experience in a similar role. DC PCSB offers a comprehensive benefits plan covering 100% of the employee’s insurance premium. To foster fair compensation practices within our organization, there is a non-negotiation policy built within our compensation system. The salary for this role is $70,898 – $82,141.
